Emeric Constans
Defense Expert
A graduate of the Naval Academy (class of '73), Emeric Constans has a career focused on maritime, aeronautical, and industrial affairs. He has commanded three warships and his expertise has been shaped by various other activities in the maritime field (fisheries surveillance, protection of commercial shipping, restructuring of fleet support, and responsibilities related to cooperation between allied navies). As Inspector General of the Armed Forces, Emeric Constans oversaw all the infrastructure and port and airport facilities of the Ministry of the Armed Forces, and later the aeronautical programs of the Ministry of Defense and the Defense industry. Since 2019, he has been an independent consultant, primarily supporting SMEs/mid-sized companies and specific projects for large corporations. In 2026, he will further strengthen the Vauban 128 network of Defense experts.
